New tool to calculate return on investment on sexual health interventions in young people.

Public Health England has published a “return on investment tool” to inform the commissioning of sexual and reproductive health services for young people.

The tool quantifies the costs and benefits associated with a range of sexual and reproductive health interventions in young people (aged 15 to 24). It allows users to estimate the impact commissioning different services would have on population health and cost savings for local authorities, the NHS and wider government. It can be set to the national level or in users’ local area (region, local authority or clinical commissioning group).

  • Interventions that can be modelled include condom distribution, online STI testing, e-partner notification and reduced time from diagnosis to treatment.
  • HIV is among the STIs covered.
  • Outputs include STI cases, cost savings, and return on investment (including or excluding QALY gain).

The tool is accompanied by a report which acts as a companion guide to users. It provides instructions and details about the evidence and methodology underlying the tool and its limitations. The Excel-based tool and accompanying report can be downloaded from the Gov.uk website.
